There are a few simple public enums which I think it would be convenient if they were equatable, and if Equatable why not Hashable.
Motivation:
I think it would be useful if these simple enums e.g SpeculativeExecutionPolicy were Equatable to allow things like assertions to operate on them conveniently.
Modifications:
Add Hashable conformance to some simple enums.
Configuration.SpeculativeExecutionPolicyConfiguration.PrepareStrategyConsistency
Result:
More ergonomic comparison and use of enums.

[Stress tester XFails] Mark all XFails in `main` as XFails in `release/5.9` This should get the 5.9 stress tester job into a state where we can actually look at the differences between `main` and `release/5.9` and decide how to handle them. And while at it, remove the XFails for 5.8 because the 5.8 stress tester job no longer runs.
